The TSP Strategy has undergone various changes. Over the years The refinements have been made in modalities to make the approach more effective and beneficial to the tribals of the state. The first systematic efforts for the development of tribal areas was initiated in 1955. In the form of Special Multipurpose Development Blocks. Followed by this, starting of Tribal Development Blocks during Second Five year Plan was a modified version of this programme. Which was further expanded in carving out areas of tribal concentration having more than 50% Tribal population.

A new strategy for the TSP was evolved on the eve of implementation of the fifth plan and a comprehensive programme of development was prepared in the first stage for areas of tribal concentration.

In the sixth plan, modified area development approach was adopted to cover smaller areas of tribal communities having 10,000 populations of which 50% or more were tribals. The working group on development of scheduled tribes constituted by Govt. of India during seventh five year plan had suggested that clusters having total population of at least 5000 and above with the scheduled tribe concentration of 50% or more may be identified in area out side the TSP.

Resources for TSP comprise of the population proportion state plan outlays, SCA/ Central sector outlays and institutional finance. While divisible outlays were expected to give greater weightage to tribal areas, depending upon the level of socio-economic development, indivisible outlay were specially meant to ensure accrual of benefits to tribal reasons. The practice of TSP has undoubtedly given impetus to an exhilarated growth in the tribal areas of the country and the state as well.

As under the general guidelines of the TSP a population proposition budgetary provision is to be made available through the budgetary provision of the state, the state government has been un-equivocally maintained the above norm under continuous state plans.

The total geographical area of Madhya Pradesh is 3.08 lakh sq.km.. TSP area constitutes nearly 30.19% (0.93 lakh sq.km.) out of the total geographical area of the state. It is administratively proposed to be supervised by the 31 Integrated Tribal Development Projects (Including 5 medium projects), 30 MADA pockets and 6 Clusters.
